Social Security Changes in 2025Jenny Holcomb

A Message from Penny Forward Benefits Counselor Jenny Holcomb

We’ve been hearing a lot about changes to Social Security. This article will address the most relevant recent changes.

Most importantly, there have been no changes to Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) payments. If you receive SSDI and/or SSI, you should expect your normal amount as scheduled.

However, there has been a change in overpayment withholding. Effective March 27, overpayments will be withheld at up to 100%, except for SSI, which remains at 10%. The 100% withholding is a return to the policy in place during the Obama administration and is expected to save $7 billion over the next decade.

Do not panic if you receive SSDI and have an overpayment. You can contact the Social Security Administration (SSA) to request a lower withholding schedule. You are not required to accept the default 100% withholding; you can request as little as $10 per month for repayment. SSI recipients can also request withholding to be reduced to as low as $10 per month.

To set up a lower repayment rate, call 1-800-772-1213 or visit your local SSA office.

Additionally, another recent change is the cancellation of the appointment requirement for simple inquiries and forms. You may now visit your local SSA office without an appointment for these matters. Issues that require multiple visits still need appointments. Upon entering the SSA office, register at the kiosk for a non-appointment number. Note that kiosks are generally not accessible to people who are blind or visually impaired. Ask for assistance immediately to obtain your number so others do not jump ahead of you.

Finally, SSA offices are busier than usual. Historically, SSA offices have always been busy, resulting in long phone hold times and appointment waits. Currently, three additional factors are increasing wait times: cuts to SSA staff, increased calls and visits due to rumors causing concern, and new rules effective March 31 requiring first-time applicants to verify their identity in person.

To reach SSA efficiently, call the main number, 1-800-772-1213, as early as possible. Phone lines open at 8 a.m. local time. Alternatively, you can contact or visit your local office.

If you have internet access, many questions about SSA benefits can be answered at The Social Security Website. Terms such as POMS and Redbook indicate that you’re on the right track.
